The official numbers are in. Here's what Clark County decided on every local issue in the May 5 primary, with an interactive map so you can see exactly how your precinct voted.
These are official results from the Clark County Board of Elections.
The Big Picture
Countywide voter turnout was 25.5%, according to the Board of Elections. Within that average, there was wide variation: the highest turnout was in T-05 (Springfield Township) at 44.8%, while Carl 4 (Carlisle Township) saw just 0.7%.
Thirteen local contests were on the ballot, covering everything from county leadership to township fire funding to a single-precinct vote on a gas station. Here's how they shook out.
Levies and Tax Issues
✅ Clark County Park District Levy — PASSED
For: 12,879 (61.8%) · Against: 7,951 (38.2%)
The parks renewal levy passed comfortably with nearly two-thirds support. This continues the 0.6-mill, 10-year operating levy that funds 75% of the National Trail Parks & Recreation District's maintenance budget across 33 parks and 30 miles of trails. It appeared on all 78 precincts countywide. We wrote about this one before the election.
❌ Clark Shawnee LSD 1% Income Tax — FAILED
For: 1,224 (38.0%) · Against: 1,998 (62.0%)
Voters in the Clark Shawnee Local School District rejected the proposed 1% income tax by a wide margin. 62% of voters said no.
✅ Mad River Township EMS Levy — PASSED
For: 1,523 (62.5%) · Against: 913 (37.5%)
Mad River Township residents voted to fund emergency medical services with a strong majority. Appeared on the ballot in all six Mad River Township precincts.
✅ Mad River Township Fire Levy — PASSED
For: 1,486 (61.1%) · Against: 948 (38.9%)
The fire levy passed alongside the EMS levy with similar margins. Mad River Township voters approved both public safety measures decisively.
✅ Village of Enon Police Levy — PASSED
For: 407 (61.5%) · Against: 255 (38.5%)
Enon residents voted to continue funding their village police department. The levy appeared in the two Enon precincts and passed with a comfortable 23-point margin.
❌ German Township Roads Levy — FAILED
For: 601 (42.1%) · Against: 828 (57.9%)
German Township voters rejected additional road funding. The levy appeared in five German Township precincts and failed by nearly 16 points.
✅ New Carlisle Article VIII — PASSED
For (YES): 373 (71.0%) · Against (NO): 152 (29.0%)
Passed with strong support across 525 ballots.
✅ QuickTrip (City 7) — PASSED
For (YES): 100 (54.1%) · Against (NO): 85 (45.9%)
This single-precinct vote in Springfield City Precinct 7 passed by the narrowest margin of any issue on the ballot, just 15 votes.
County Races
County Commissioner (Unexpired Term) — Republican Primary
The most competitive local race on the ballot. Four candidates vied for the unexpired term ending January 1, 2029:
- Greg R. Kaffenbarger: 5,491 (45.2%) ★ Winner
- Daren J. Cotter: 3,316 (27.3%)
- Mark Edwin Sanders: 2,017 (16.6%)
- Victoria Sorg: 1,321 (10.9%)
Kaffenbarger won without a majority, carrying 45% of the vote in a four-way field. He led in the vast majority of precincts across the county.
County Commissioner — Uncontested Primaries
Democratic: Bradley Soles ran unopposed with 5,675 votes.
Republican: Sasha Rittenhouse ran unopposed with 9,224 votes.
These two will face off in the November general election.
County Auditor (Rep) — Uncontested
Hillary Hamilton: 9,353 votes (unopposed)
Judge of the Court of Common Pleas, Probate Division (Rep) — Uncontested
Richard P. Carey: 9,884 votes (unopposed)
What the Map Shows
Use the interactive map above to explore any contest at the precinct level. A few patterns worth noting:
- The parks levy passed everywhere it could. Support was strongest in Springfield's city precincts, with some rural precincts narrower but still in favor.
- The Clark Shawnee tax failed across the board. No precinct in the district delivered majority support.
- Kaffenbarger's county commissioner win was broad. He carried most precincts, though Cotter was competitive in several.
- Township levies tracked with their communities. Mad River and Enon voters supported their public safety funding; German Township said no to roads.
