How Statuses Are Determined

Each item is assigned one of six statuses based on publicly available evidence:

Completed — Commitment fulfilled and verified
In Progress — Active work underway, on or near schedule
Behind Schedule — Significant delays or shortfalls identified
Stalled — No visible progress despite commitment
Not Started — No evidence of work begun
Ongoing — Continuous commitment being monitored
